Pre-Award

The term “pre-award” refers to all of the steps, processes, and planning necessary before a contract is finalized and awarded to a supplier. Some of the activities that comprise the pre-award phase include defining deliverables and scope of work, qualifying suppliers, selecting the method of solicitation, and determining the award criteria (lowest-price, highest proponent score, etc.).
