Why Can't I view affected budgets?

There are several conditions that need to be met in order to be able to view the "View Affected Budgets" button.

1. The user must have the permission to view budgets.

2. The PO must have budgets that it affects (either branch, department, user, GL Account, project)

3. The PO is in the current operating branch.

4. The PO has one of these statuses: pending approval, sent to supplier, issued, in delivery, fully received, closed.
